The Chairman of the Police Service Commission, Mr Solomon Arase, has urged for a complete revamp of the country’s police constabulary system.
Arase emphasized the urgency of distinguishing the Special Constabulary from regular officers and highlighted ongoing discussions with the Inspector-General of Police, Mr Kayode Egbetokun, to enact these changes.
As a retired Inspector-General of Police, Arase conveyed these sentiments through a statement issued by the commission’s spokesperson, Mr Ikechukwu Ani. He stressed the necessity for a distinct delineation of their functions, encompassing uniforms and rules of engagement.
Arase expressed the Commission’s dissatisfaction with the current structure and operations of the Special Police Constabulary, indicating ongoing communication with the IG to reform the organization and its practices. He cited numerous instances of unprofessional behavior among officers in this quasi-police formation, established to aid in community policing.
“Reports of their unprofessional conduct range from high-handedness in dealing with citizens to barefaced extortion on our roads and communities.
“The commission calls for an entirely different set of uniforms for officers of the outfit that should be easily differentiated from those of regular police officers.
“This will help to track appropriately the conduct of men of the outfit and that of regular police officers and free the Nigeria Police Force from blames associated with the misconduct of men of the outfit,” he said.
Arase advocated for the dissolution of the outfit in states where its members lack adequate payment and backing.
He emphasized the risks associated with arming and authorizing a group to uphold security without sufficient financial backing. The former Inspector-General pointed out that these individuals frequently resort to extortion and intimidation when they are not fairly compensated.
