PAP: Ndiomu Bows Out, Passes Amnesty Baton To Dennis Otuaro

Major General Barry Ndiomu (retd) has passed on the leadership baton of the Presidential Amnesty Programme (PAP) to Dr. Dennis Otuaro, following an 18-month tenure marked by productivity.

Ita Henshaw, Technical Assistant to the former Interim Administrator, transferred the responsibilities to Otuaro during a concise ceremony held at the PAP Office in Abuja on Monday.

In his brief address, Otuaro pledged not to betray the confidence placed in him by President Bola Tinubu and the National Security Adviser, Nuhu Ribadu.

He emphasized his commitment to delivering high-quality service to the Niger Delta region and the nation, affirming a zero-tolerance stance towards failure.

Otuaro urged the staff to maintain focus and provide him with the necessary support to propel the office forward. Furthermore, he assured them that personal gain is not his motive in leading the Amnesty Office and encouraged them to align with his principles.

“I need everybody’s cooperation here to take this programme to greatness. My appeal here is as from today we should back the crowd and face the job. I need everyone’s cooperation so we don’t disappoint the President, the NSA, the people of the Niger Delta and Nigeria as a whole.

“I  believe in this country. Everything about me is in this country and it is also in the Niger Delta.

“We will streamline whatever that we know that is giving us the load to provide excuses, we must streamline some things and we’ll work together,” he stated.

It should be noted that last Thursday, Tinubu sanctioned Otuaro’s appointment as Interim Administrator of the Presidential Amnesty Programme.

With Ndiomu’s significant achievements, the youths of the Niger Delta anticipate Otuaro to set higher standards in addressing the region’s issues under the PAP, aiming to enhance the well-being of its beneficiaries.

Ndiomu’s legacy, including initiatives like the training of Type-Rated Pilots & Aircraft Maintenance Engineers, the Presidential Amnesty Cooperative Scheme, sustained scholarships, among others, has left an enduring mark on the lives of PAP beneficiaries.

The Presidential Amnesty Programme, enacted in 2009, aimed to curb youth unrest, agitation, and the sabotage of oil infrastructure in Nigeria’s oil-rich Niger Delta region. Its mandate was to Disarm, Demobilize, and Reintegrate ex-agitators into society.
