Recently in Asaba, the capital of Delta State, the Delta State Scholarship Board presented data on its operations for the 2022/2023 academic year.

According to the information released in a press statement by its Executive Secretary, Dr. Godfrey Enita, a total of 30,116 students from the state, enrolled in 195 schools across Nigeria, benefited from the Student Special Assistance Scheme, commonly known as the bursary, during that period. This number was determined from the pool of 42,269 applicants.

Dr. Enita credited Governor Rt. Hon. Sheriff Oborevwori for his generosity, which facilitated the board’s access to the funds necessary to support the successful applicants. Analyzing the figures provided by Dr. Enita, a breakdown by institution revealed that Delta State University (DELSU), Abraka, the oldest of the state-owned universities, led with 8,330 successful applicants, followed by the University of Benin (UNIBEN) with 3,650 successful applicants, and Delta State Polytechnic, Otefe-Oghara, with 2,686 beneficiaries.

These applicants and benefiting students came from various public universities, polytechnics, Colleges of Education, Schools of Nursing, Schools of Midwifery, School of Health Technology, monotechnics, private universities, and polytechnics. To qualify, applicants had to be Delta indigenes, second-year students, possess a National Identification Number (NIN), and maintain a minimum CGPA of 2.2.

Dr. Enita’s presentation of the 2022/2023 annual performance report card of the state government agency holds significant implications for the future direction of the administration led by Rt. Hon. Sheriff Oborevwori.

Of particular interest is the notable figures of both applicants (42,269) and beneficiaries (30,116). While previous years’ data were not readily available, the sheer magnitude of these figures speaks volumes about the vitality of the formal tertiary education sector in the state. It underscores the widespread interest of applicants and beneficiaries in the scheme, reflecting their confidence in the agency’s integrity and processes. Moreover, it reflects the state government’s dedication to supporting a large number of indigenous students pursuing higher education despite other pressing obligations, which is undeniably commendable.

Equally noteworthy is the substantial financial commitment made by the Oborevwori administration, surpassing N7 billion for the academic year. This demonstrates a strong belief in continuity and underscores the strategic importance of investing in formal higher education as a cornerstone for producing both the quantity and quality of manpower essential for the state’s sustainable development. This investment reflects a compelling vision for the future of the state.

Another notable aspect of the performance report is the extensive coverage of applicants and beneficiaries across various segments of the higher education sector in the state. Unlike many other states, this list encompasses universities, polytechnics, Colleges of Education, Schools of Nursing and Midwifery, as well as monotechnics. This inclusive approach aims to actively promote tertiary education across a diverse range of institutions, thereby ensuring the sustainable development of a highly skilled workforce crucial for the state’s holistic progress.

This strategic philosophy underscores the administration’s long-term vision, emphasizing the importance of effectively educated youth in driving the state’s development agenda. By consistently investing in the education sector, the state can not only achieve self-sufficiency in its development manpower needs but also have surplus manpower for potential export to other regions, both domestically and internationally, yielding significant returns on investment.

Furthermore, the report’s inclusion of beneficiaries from private universities and polytechnics is a groundbreaking development that illustrates the government’s commitment to expanding the reach of the scholarship program. Despite the potential increase in expenditure, this move reaffirms the administration’s prioritization of the welfare of all citizens, regardless of their educational institution. It reflects a noble stance that places the wellbeing of the populace above financial considerations, showcasing the government’s dedication under the leadership of Rt. Hon. Sheriff Oborevwori.

There’s also a motivational aspect to the significance of the report; by providing assistance, the government demonstrates its strong commitment to motivation, recognized by Development Economists as a powerful tool for achieving sustainable goals. This is particularly impactful for the directly affected students.

For parents, the government’s support through assistance to their children is a welcomed relief, especially amidst the challenges of a stagnant economy characterized by rising costs of educational necessities. In purely economic terms, this alleviates their financial burden, enabling them to allocate resources to other needs. Overall, the board’s report underscores the state administration’s desire, under Oborevwori, to broaden opportunities for public engagement in the education sector—the most vital industry in the state. This is not only beneficial for the beneficiaries and their families but also crucial for the state’s sustainable development, recognizing that quality manpower is essential for competitive development. This vision aligns with the government’s decision to establish a DELSU campus in Orerokpe.
