On Thursday, Delta State Governor, Rt. Hon. Sheriff Oborevwori, presented a N936.08 billion Appropriation Bill for the 2025 fiscal year to the State House of Assembly.
The budget, dubbed the ‘Budget of Fiscal Consolidation,’ includes a recurrent expenditure of N348.72 billion (37.25% of the total) and a capital expenditure of N587.36 billion (62.75%).
Governor Oborevwori noted that the 2025 budget represents a N211 billion increase from the N725 billion approved for 2024, reflecting a 29% rise.
The Governor attributed the increase to the realignment of the exchange rate which resulted in higher FAAC allocations and associated revenues. He said: “This is in addition to a corresponding improvement in our Internally Generated Revenues in the year.
“The 2025 budget contains several initiatives planned to cushion the effects of fuel subsidy removal on our people and all the attendant economic challenges it has brought upon us.
“These include deliberate provisions to strengthen our social protection interventions and safety nets, basic rural infrastructure, agriculture and food security, agro value chain, and MSMEs.
“The 2025 Budget focuses on continued provision of physical infrastructure, human capital development, job creation, wealth creation, and poverty reduction in our dear state.
“The state government intends to achieve these through prudent management of our resources and prioritizing expenditures on health, education, agriculture, water resources, environment, housing as well as women and youth empowerment programmes.
“In 2025, we propose to spend N230 billion on Road Infrastructure; N67.42 billion on Education; Health will gulp N30.55 billion; Water Resources N11.03 billion and Agriculture, N7 billion.”
Governor Oborevwori urged lawmakers to expedite the passage of the appropriation bill.
In his response, Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, praised the Governor’s pragmatic governance, which he said had driven unprecedented development in the state. Guwor commended Oborevwori for continuing and completing projects inherited from previous administrations and lauded his fiscal discipline, noting that the Governor returned over N500 million to state funds during his tenure as Speaker and saved over N14 billion for local government councils statewide.
The Speaker also recommended that the Governor institutionalize a pre-budget planning session between the Executive and Legislature to better align priorities within available resources. He urged all Ministries, Departments, and Agencies to collaborate with House Committees during budget defense sessions to facilitate timely budget passage.
House Majority Leader, Hon. Emeka Nwaobi, moved the motion to adopt the budget, seconded by Hon. Marilyn Okowa-Daramola, representing Ika North East Constituency.
The budget presentation was attended by State Deputy Governor, Sir Monday Onyeme, and a delegation from the Bayelsa State House of Assembly, led by Speaker Rt. Hon. Abraham Ngobere, among others.
