On Monday, President Donald Trump signed an executive order directing the United States to withdraw from the World Health Organization (WHO), an organization he has frequently criticized for its handling of the COVID-19 pandemic.
Speaking at the White House shortly after his inauguration, Trump argued that the US was contributing significantly more to the UN agency compared to China, stating, “World Health ripped us off.”
As the WHO’s largest financial contributor, the US plays a crucial role in funding its global health initiatives. The withdrawal is expected to prompt major restructuring within the organization and could disrupt ongoing global health efforts.
This marks Trump’s second attempt to cut ties with the WHO. During his first term, his administration issued a withdrawal notice, citing concerns over the organization’s alleged bias towards China in the early pandemic response. However, the decision was later reversed under President Joe Biden.
Trump’s latest executive order instructs federal agencies to halt future financial support to the WHO and identify “credible and transparent” alternatives to take over activities previously managed by the organization.
Additionally, the administration plans to review and revoke Biden’s 2024 US Global Health Security Strategy, which focuses on preventing and responding to infectious disease threats, “as soon as practicable.”
The US exit comes at a critical time, as concerns grow over the spread of the H5N1 bird flu, which has infected dozens and resulted in one fatality in the United States.
Meanwhile, WHO member states continue negotiations on a global treaty for pandemic preparedness and response—talks that will now proceed without US involvement.
