2027: Otuaro Warns Ex~Agitators Against Political Manipulation

The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has issued a strong warning to ex-agitators in the Niger Delta, urging them to reject overtures from desperate politicians seeking to destabilise the region ahead of the 2027 general elections. Dr. Otuaro made this appeal at the close of a three-day Strategic Leadership, Alternative Dispute Resolution, and Mediation Training organised by PAP in collaboration with the Nigerian Army Resource Centre. The training, held in Abuja from July 30 to August 1, 2025, targeted stakeholders and beneficiaries of the amnesty programme. Speaking during the certificate presentation ceremony and a reception held at the PAP headquarters, Otuaro cautioned ex-agitators not to be deceived by political actors using propaganda to instigate unrest and pit them against the Federal Government. “There is no justification for anyone to destabilise the region,” Otuaro said. “President Bola Ahmed Tinubu has demonstrated genuine commitment to the development and empowerment of the Niger Delta through strategic appointments and expansion of the programme’s budget.” He noted that the President’s support has enabled PAP to extend its human capital development and reintegration initiatives, reaching more beneficiaries than ever before. According to him, this level of inclusion and commitment from the Federal Government is unprecedented and must be reciprocated with unity and loyalty. “Let no one be used by selfish politicians. We must remain focused on peace, stability, and development. Any call for confrontation is not only misplaced but dangerous to our progress,” Otuaro added. He praised the President and the National Security Adviser, Mallam Nuhu Ribadu, for their consistent backing of the programme and encouraged community leaders and traditional rulers to continue sensitising the youths against being used as political pawns. Reaffirming his dedication to the goals of the PAP, Dr. Otuaro stressed that the programme remains a critical platform for sustainable peace, human empowerment, and regional growth.
