FG Kicks As Pat Utomi Forms Shadow Govt
Renowned economist and political advocate, Prof. Pat Utomi, has unveiled a shadow government made up of representatives from multiple opposition parties. Utomi explained that the “Big Tent Coalition Shadow Government,” launched virtually on Monday evening, aims to serve as a legitimate opposition, spotlighting the shortcomings of the Bola Tinubu administration while presenting alternative governance solutions. However, the Federal Government swiftly condemned the initiative, calling it a deviation from the norms of a federal system. In an interview with The PUNCH, the Minister of Information and National Orientation, Mohammed Idris, said, “At a time when our nation is set to celebrate 26 unbroken years of presidential democracy, the idea of a so-called “shadow government” is an aberration. “Nigeria is not a parliamentary system where such a system is practised, and there is no provision for such in our statute books. “While opposition politics is a central feature of democracy, it must be practised at all times within the bounds of propriety. “This idea of a shadow government sadly does not pass that test. Our bicameral legislature amply features members of the opposition, and it should be the right place to contest meaningful ideas for nation-building.” Utomi, however, justified the move, arguing that policy missteps by the current Federal Government had worsened poverty, driven multinational companies out of the country, and intensified terrorism in Benue and Plateau states, alongside rising insecurity and corruption nationwide. The don expressed concern over what he described as the government’s resort to propaganda and the suppression of opposing views. “The recent spate of defections to the All Progressives Congress provides further evidence that all is not well with democracy in Nigeria,” he said. “The imperative is that if a genuine opposition does not courageously identify the performance failures of incumbents, offer options, and influence culture in a counter direction, it will be complicit in subverting the will of the people.” He said the shadow cabinet—made up of figures drawn from several opposition parties—was created to respond to what he called a national emergency. “Today, I bring to this pioneer body the desperate cries of a people troubled by how their reality seems bound for serfdom. I challenge you to awaken these people who wrongly believe that everything is fine as long as they can manage a share of what little still trickles down from crude oil sales,” Utomi said. THE PUNCH

Malpractice: No Going Back On CBT For WAEC, NECO~ FG
The Federal Government has reiterated its commitment to eradicating examination malpractice in Nigeria's education sector, announcing plans to fully implement Computer-Based Testing (CBT) for WAEC and NECO by 2026. Minister of Education, Tunji Alausa, disclosed this on Tuesday during an appearance on Channels Television’s The Morning Brief. His remarks follow increasing concerns about the credibility of public examinations, particularly after statistics from the 2025 Unified Tertiary Matriculation Examination (UTME) showed that over 1.5 million out of 1.95 million candidates scored below 200 out of 400. When asked about the poor UTME performance and its implications for senior secondary education, Alausa responded, “It’s a major concern and reflects that exams are now being conducted properly.” “JAMB conducts its exam using a computer-based testing system. They’ve implemented strong security measures, and as a result, fraud or cheating has been nearly eliminated. Unfortunately, we cannot say the same for WAEC and NECO.” The minister revealed that the government had conducted a comprehensive review of the country’s examination systems shortly after he assumed office. “We carried out a diagnostic review of how exams are conducted nationwide. I set up a committee to investigate this, and I expect to receive their report in the coming days,” he said. He further announced that WAEC and NECO would begin migrating their examinations to CBT from November 2025, starting with objective papers, with full implementation—covering essay components—by May/June 2026. “We have to use technology to fight this fraud. There are so many ‘miracle centres’ and that is simply unacceptable. People cheat during WAEC and NECO exams and then face JAMB, where cheating is nearly impossible. That’s the disparity we’re seeing now. It’s sad,” Alausa said. He stressed that examination malpractice not only undermines merit but also discourages diligent students. “The worst part of cheating is that it disincentivises the hard-working ones. If I’m preparing for WAEC or NECO and I know some classmates already have access to the questions, do you think I’ll still study hard? “No, I’ll be tempted to join them. That’s how good students are corrupted, and that’s exactly what we must stop,” he added. When asked whether the poor performance of students was due more to weak enforcement or a genuine decline in learning, Alausa acknowledged both factors but emphasised the systemic issue of widespread malpractice. “We’re addressing the quality of teaching and using technology, including online classes, to support learning from primary to secondary levels. But the pervasive cheating in our high school exams—especially WAEC and NECO—is the core problem,” he said. “JAMB is now almost 100 percent fraud-free, but WAEC and NECO still have major lapses. Our youths are intelligent, capable, and energetic. It’s the environment that corrupts them, and we’re determined to fix that.” The minister confirmed that extensive consultations had already been held with the leadership of WAEC, NECO, the National Business and Technical Examinations Board (NABTEB), and the National Board for Arabic and Islamic Studies (NBAIS). “By November this year, WAEC and NECO will begin CBT exams. According to a report first published by *The Times* on Tuesday, the UK Home Office is drafting stricter visa rules for countries with higher instances of individuals overstaying their visas and later applying for asylum. Officials point to a growing trend of people entering the UK on work or study visas and then seeking asylum. A Home Office spokesperson confirmed that the upcoming Immigration White Paper will detail proposed reforms to address these issues. “Our upcoming Immigration White Paper will set out a comprehensive plan to restore order to our broken immigration system. “To tackle abuse by foreign nationals who arrive on work and study visas and go on to claim asylum, we are building intelligence on the profile of these individuals to identify them earlier and faster. “We keep the visa system under constant review, and where we detect trends, which may undermine our immigration rules, we will not hesitate to take action,” the spokesperson said. The paper, expected later this month, will also outline a broader plan aimed at restoring order to what the government calls a “broken” immigration system. In recent years, Nigerian applicants have faced tighter visa rules, including restrictions on bringing dependents and reduced post-study work opportunities. As a result, student visa applications from Nigeria have significantly declined, and many are now looking to alternative destinations, including the United States, where visa policies have also become more restrictive. Data from 2024 revealed a sharp rise in UK visa rejections for Nigerians, with the rejection rate increasing from 1 in 31 applications in 2022 to 1 in 8 by late 2023. This has led to a 63 per cent drop in UK visas issued to Nigerian nationals over the past year. Full details of the UK’s proposed immigration changes are expected to be made public later in May.

Trump Administration Offers $1,000 To Migrants Who Self Deport
The Trump administration announced Monday it will cover travel expenses and offer $1,000 to undocumented migrants who voluntarily return to their home countries. President Donald Trump added that some participants in the self-deportation program may be granted an opportunity to legally reenter the United States. “We’re going to pay each one a certain amount of money, and we’re going to get them a beautiful flight back to where they came from,” Trump told reporters during an event at the White House. “We’re going to work with them so that maybe someday, with a little work, they can come back in if they’re good people, if they’re the kind of people that we want in our (country),” he said. “It will give them a path to coming back into the country.” Homeland Security Secretary Kristi Noem, while unveiling the travel aid and $1,000 stipend initiative, stated that “self-deportation is the safest, most efficient, and cost-effective method for leaving the U.S. and avoiding arrest.” The Department of Homeland Security (DHS) is offering undocumented immigrants financial assistance and a cash incentive to return to their countries via the CBP Home App. CBP Home, a mobile application developed by DHS, enables individuals to voluntarily initiate their own deportation process. DHS confirmed that the $1,000 stipend will be issued once a return to the individual’s home country has been verified through the app.

NiMet Predicts Three~Day Haziness, Thunderstorms From Tuesday
The Nigerian Meteorological Agency (NiMet) has forecast hazy conditions and thunderstorms across various parts of the country from Tuesday through Thursday. In its weather outlook issued on Monday in Abuja, NiMet projected slight dust haze over areas in Katsina and Kano States on Tuesday. It also predicted thunderstorms in parts of Taraba and Adamawa States during the afternoon and evening hours. Sunny skies with intermittent cloud cover are expected over the North Central region, with possible thunderstorms in parts of Nasarawa during the morning. “Later in the day, thunderstorms are expected over parts of Kogi, Kwara, Benue, and the Federal Capital Territory. “Over the southern region, cloudy skies with spells of sunshine are expected with chances of isolated thunderstorms over parts of Akwa Ibom, Cross River, Rivers and Bayelsa States during the morning hours,” it said. According to the agency, the thunderstorms are anticipated over parts of Osun, Ekiti, Ondo, Oyo, Osun, Edo, Abia, Imo, Bayelsa, Lagos, Delta, Rivers, Cross River and Akwa Ibom States later in the day. NiMet predicted cloudy skies on Wednesday with spells of sunshine over the northern states throughout the forecast period.
